Medicaid has become an urgent item on the agenda for most states. In the last decade, growth in expenditures for Medicaid has consistently outpaced the U.S. economy. Growth is anticipated to increase with the opening of state-based exchanges under the Patient Protection and Affordable Care Act of 2010, expansion of eligibility criteria as allowed under the ACA, the growing number of people requiring complex healthcare services and an aging population.
