Protecting beneficiaries’ identities

Due to a fundamental change in the way that the Centers for Medicare & Medicaid Services (CMS) uniquely identifies Medicare beneficiaries, state Medicaid agencies will need to modify their claims payment systems, eligibility determination systems, data warehouses, data exchanges, and business processes in order to continue providing benefits to certain Medicaid members.

The mandate aims to decrease Medicare beneficiaries’ vulnerability to identity theft by removing Social Security numbers from Medicare cards. CMS established the Social Security Number Removal Initiative (SSNRI) program, along with the SSNRI Program Management Organization to help agencies implement the required changes.

This issue brief discusses the new federal mandate and provides considerations for states.
