The landscape of state Medicaid programs is rapidly changing, and many states have initiatives underway to transform their delivery systems, payment models, or both through federal waivers, state and provider innovation models, and other transformation vehicles. These initiatives include Medicaid expansions, the testing of innovative new delivery models, and explorations of payment methodologies engineered to incent value over volume.
Though several federal transformation mechanisms exists, this issue brief focuses on federal waivers as an avenue for transformation.
