President Trump's initiatives to reform the federal government and reduce the civilian workforce

On March 13, 2017, President Trump issued Executive Order (EO) 13781, Comprehensive Plan for Reorganizing the Executive Branch. The Executive Order calls on the Director of the Office of Management and Budget (OMB) to propose a plan to reorganize governmental functions and eliminate unnecessary agencies to improve the efficiency, effectiveness, and accountability of the executive branch.

This issue brief summarizes EO 13781, the implementing guidance in M-17-22, and the linkage to the President’s Hiring Freeze memorandum. It then highlights our thoughts on the way forward.
